The discoverer of the photoelectric effect was German physicist Heinrich Rudolf Hertz. In December 1886, he accidentally discovered in an experiment that when ultraviolet light was irradiated onto the surface of a metal, it could cause the metal to emit charged particle currents, a peculiar phenomenon later known as the photoelectric effect.
